The garters aren't a mod. They're part of the bondage clothing set that was released in the first DLC pack back in 2016.

yeah ive downloaded the all the dlcs it says it has it but it doesnt

You may not find it by loading this card if you've ever changed the ID slot of the garter. I'd recommend loading the card, and look under pantyhose to find it yourself. Should be named Bondage Garter.
