I have all the listed mods installed but when I load up either of the Akagi or Kaga cards I have accessories and clothing missing. Any idea on what I might be doing wrong?

all the required mods that you need are listed above, probably slot id conflict then
I'm using HS_Conflict_Resolver for these kind of problems
and I forgot this too [Fijas] Elin_Ears_And_Tails

lighting is normal studio neo extrabon, you can try change the light color or maybe add an extra spotlight on the character
