This is Setsuka Chiebukuro, the Ultimate Billiards Player from the Korean fangame Super Danganronpa Another 2. The reason she has one eye closed in the picture is because in the fangame, Setsuka addresses her closed eye as the "devil's eye" which she only opens while playing billiards.
